linkedin import bypass mandatory fields

we noticed that in Skill and Qualifications> Languages section when importing data from LinkedIn mandatory fields as knowledge level are bypassed and remain blank:

However, when inserting a language manually and skipping knowledge level we receive an error that prevents us from continuing (as expected):

How is that? How to fix the error?
