Invalid Task Order - Error while moving task

Summary:

while trying to move task from one tech to a different tech, its giving me a "Invalid Task Order" error. But only for the one tech I need to move the call. The other techs show I can move it.

Can any one help me to understand when this particular error will populate when moving the task.
