Is Oracle Financials cloud a prerequisite to implement oracle procurement modules

Hello,

We wanted to know if it is a prerequisite to have oracle financials cloud (purchase the subscription) in order to be able to implement and use oracle procurement cloud.

The client already has a financial system and we want to integrate with. So can he purchase only Oracle procurement cloud subscription without purchasing oracle financials cloud subscription?

We know that during implementation of procurement we use structure elements that usually are defined in financials (like Ledgers, BUs, Chart of Accounts etc…) so the question is if we can still use those and configure them without having bought the financials subscription
