Bill Management -Is there any way to data mask the registered bill management users details

Summary:

As part of P2T refresh, we need to data mask for all Bill Management users First Name, Last Name and Email ID when the data is cloned from Production to lower instances. Is there any way to do this through FBDI template or REST/SOAP web services
