Adding a Cloud native userid in OCI

Summary:

We have several service admin userid accounts defined in OCI - is there a way to identify which are native without having to revert back to the company MSAD environment?

Also we need to create a new native cloud id in OCI, can you pls point out the documentation that could provide the step-by-step process?
