"Expand All" doesn't work consistently for all users

One of our reports doesn't expand all nodes for all users

our balance sheet report in FRS doesn't expand all nodes for all users. Some users are able to see all the detail while some see some of the nodes expanded when selecting expand all. Why would the same report behave differently for different users?
