Upgrade to paid account not working

Hi.

I opened my OCI account on Jun, 2024, now I am ready to upgrade to a paid account. I requested the upgrade on Jan 8, 2025 (they even charged $100 USD refundable for verification), but until today the upgrade process is still stuck with the message "Your account upgrade is in progress.".

I tried to open a support ticket but my tenancy is not eligible for Oracle Support because I need to upgrade to a paid account first.
