Manage Budget based on head count - Workforce Compensation

one of our clients has asked that the budget in the compensation plan not be defined solely in terms of the economic amount allocated for the intervention but also based on the number of people (headcount) who should to be promoted or receive a raise
Do you know if there is a functionality that enable the manage of budget according to the headcount? Moreover, have you ever developed any OTBI reports base on these requirements?
