Not able to Create Model Subscription Item from CPQ with Duration and Price Periodicty as Same

in Order Management

Requirement: 
Price periodiity yearly
billing frequency yearly
Duration: 39 months 
Freeze Flag need to  be True beacuse the order is coming from CPQ.

Currently this is how its working:

a. Std Item: Duration and price periodicty need not be same. So, the above requirement is working.

b. Model Subscription Item: Duration and Price Periodicity can be same with Freeze Flag as False.
If freeze flag is true then they can't be same. Thats why the above requirement is not working.
