Approval and notification history - how can we view comments added by coders?

Scenario:

Accounts Payable invoice is routed for coding by finance assistant A. The user (manager) who receives the invoice for coding returns the invoice, with a note for example "This is not my invoice to code". Finance user B reviews the invoice and cannot see the notes added by the manager.

The notes do not appear in the Invoice actions - View approval and notification history. Is there a way to show notes for invoices routed for coding in the approval and notification history? Currently we can only see notes added by approvers.

What privilege can we assign so that user b can view the invoice and notes added to the invoice by the manager by reviewing the worklist. Currently only user A can see the invoices and its notes using the worklist even if they search by "me and my group".
