Unable to download SCM Helper Tool due to being flagged as malicious

Summary:

I am trying to download the .exe SCM Personalization Helper tool and it is being flagged in Cortex as "Name: Virus/Win32.WGeneric.edttqa", a Trojan malgent PE, SHA256 e202fe045eea448f2e13847d9ec92839c19d5654320a19db9467df3977472746. I was able to download the generic .jar version of the HCM tool but since that does not exist for the SCM tool I am blocked and not able to get this tool installed on my PC. Are you able to provide the file hash or any other guidance to get this to download? I have tried putting in an SR and was directed to ask the question here.
