Can we set PR line> 'Edit' logic the same as PR hearder?

Hi,

If we click 'Edit' in pending approval PR header, it'll be withdrawn automatically and we can revise the PR information directly.

If we click 'Edit' in PR line of pending approval PR, we need to click 'withdrawn' first, then can edit the PR line information.

Question: Can we set PR line > 'Edit' logic the same as PR hearder? e.g. the PR line will be withdrawn automatically when we click 'Edit' in PR line.
