Redwood Goal Plans - Employee enters comments and not submitted, Line is able to view the comments

Employee has entered the comments (draft stage), and not submitted, Line manager is able to view the draft comments of Employee. In RUX this was not the case, there is an EL to display comments only after submission, But in Redwood, we can display the comments field as per the Business Rules (based on the roles we have made it visible)
Has anyone written any such Java script to control the visibility?
