Outbound Emails from Service Request Not Received by Recipients

We are encountering an intermittent issue where outbound emails sent from Oracle Fusion Service Request to external recipients via the Smart Actions "Compose Message" and "Compose Email" on the Service Request Redwood page are not being received.
