Can we use the tool in Production to migrate personalizations? If not, why?

Summary:

Came across one of the FAQs where it was mentioned - "You should not use the tool directly in Production to migrate personalizations. This tool is
expected to be used only during your personalization development phase."

Would like to understand why the tool cannot be used in PROD but used in Non-PROD? In case if we don't want to follow CI/CD approach considering less amount of page personalizations & also Non-Prod (stage environment) being old environment with other unwanted personalizations?
