How to mass inactivate development goals per employee

Summary: Employees have built development goals over a long period time in which they are indicated as active. We are changing our approach for employees to create their own development goals and would like to inactive development goals added by employees prior to a certain date. Is there a way of completing this effort either by utilizing the Setup of Development Goals Mass Assignment or thru HDL?
