What is the meaning of the LAST_UPDATED_BY and LAST_UPDATE_DATE in GL_FRC_REPORTS_B?

Summary:

Our auditors asked us to extract the contents of the table GL_FRC_REPORTS_B for them. While reviewing this data, we noticed that for many of the reports it is showing the LAST_UPDATED_BY user as one of our users who does not even have access to modify reports. Also most of the reports listed are seeded Fusion reports, which are not possible to be modified. So we are wondering what this means?

When I view these same reports in the BI catalog, it indicates they were last modified on a different date, by "Owner System Account" which aligns with what I would expect.
