HOW TO ORDER RULES FOR A ROLE?

Hello everyone,
we need your support to understand how to correctly indicate the order of the HCM Experience Design Studio rules configured based on a role, in order to be able to display the specific section "National identifiers" in personal details.

In our case, we have three rules to configure for three different roles and we would like these to work in the system so that:
A specific role does not have access to the specific section "National identifiers" and another role, where it can correctly access the same section. We noticed that by inserting both roles the section is not visible even for the one who should display it. We have tried different configurations of different orders, but it generates impacts on the system. Could you possibly indicate a correct order on how to avoid impacts on the other roles considered?
