How Oracle cloud SAAS (restricting un-authorised config changes) ?

Hi all,

I would like to knowthe industry practice regarding how each company is ensuring the configurationchange is controlled and there by comply with Audit i.e ensuring noun-authorised changes are deployed

Is AFC can beleveraged to fullest which will cover all changes including configurations aretracked ?

Is there any othermeans we could get a report covering data dump consists of last updated by ordelta with last updated by
