Account provisioning issues stuck in provisioning loop

Summary:

My account has been provisioning for about a year now, I want to upgrade to a paid resource or can I be downgraded to always free and the provisioning be canceled its literally been a year it has to be a bug in the system or something. I am not able too do anything with my account since its stuck in endless provisioning I'm not even able to access the free resources.

I made my Oracle trial version account about a year ago and I upgraded it to paid and it’s been in provisioning ever since. I contacted support through chat and they told me to come to this forum and post about it. It’s obviously a bug at this point there’s no way it takes a year for a trial account to provision.
