Can we restrict Technician / Resource to activate their route on "Home Location"

Hello,

We are working on a very strange requirement coming from customer that they are observing some of the Resources / Technicians are Activate their route even before reaching to the CX place / activity site and activating route from their Home location , so business wants to overcome with this issue & don't want to allow Technician to activate route when they are present at their home location.

Can anyone suggest some insight on this If done some work around this area?

This is just a basic requirement as they are facing some Mis behavior of the technician and that is causing the Attendance payroll of the business.
