Add approvers 'LOV' is not showing any value for some users in RSSP UI through 'View approver' action. While this is working for other users with same role and privileges.

User added a request line to cart in RSSP UI. Then navigated to view cart and then use action 'view approver'. On view approver page, user wants to add additional approver to the approver hierarchy. But the 'Add approver' field lov is not showing any value for one user but other user can able to see other persons in the same LOV. We already have compared their access level and they have same level of roles and privileges. Any idea why few users not able to see anyone in the list while others can through same field.
