Application to limit the frequency of sending emails for a specific Contact

Do you know of any tool or application that would allow me to limit the frequency of sending emails for a specific Contact at the Campaign level in Eloqua?

I do not use the Eloqua Engage solution and I am looking for a simple tool that will allow me to have the system check when a given Contact last received a specific email, so as not to send it to them too often and to hold the next sending for a specified time. I know I can create the loop with some Shared Filters but not sure if looping the flow is the best option…
