We created an expense report can contains multiple items, only one of the item checked missing receipt, error still reported when submitting the report, saying that "you must attach all required imaged receipts before submitting this expense report" , can only an item with missing receipt that expense report can bypass attachments?

Our setup is that there must be attachments and If there's a missing report, skip it.
