OM Redwood Create Order page-Cannot set default value for attribute in Business rule with VB Studio

Summary:

All values in Value column are greyed out and cannot be set after I create a Business Rule in the Redwood page Create Order/New Sales Order.

Is something missing? I verified I have all new privileges. What else could be preventing this?
