Bill Before Ship Order Orchestration

We have Created a Custome Orchestration to Bill Order Before Shipping With following Steps : (Reserve - Awaiting Billing - Billed - Pause - Awaiting Shipping - Shipped - Closed)

the problem here that after Order Approved Reserved and have status awaiting billing, it may occur that we need to cancel the Sales Order or Remove reservation which have a constrain rule can't be unchecked.

So what is the Best solution for this issue.
