ORC: HDL to mimic behaviour of 'Prefill Prescreening Questions in External Candidate Application'

The 'Prefill Prescreening Questions in External Candidate Applications' under 'Recruiting and Candidate Experience Management' helps to capture the responses to prescreening questions in a new job application if the candidate answered the questions in previous job applications. 

How do we build an HDL which will help us mimic this behavior?

We tried to create and copy the job application to another requisition but the PSQ responses are not getting copied:
