How to reference another cell for a formula

Summary:

I have an excel report that I need to re-create and there is a column that is essentially, (Parts Cost Budget/Revenue)* Actual revenue

But when I create a formula column "([2,B]) / ([5,B])*[2,A]" it does not give the correct answer, it just repeats the same value for the whole report

Is there a way to do this is NRCS?

I basically need it to take whatever in is column B row 2 in the first screenshot (Budget Revenue items) and divide by Column B row 5 (Buget Parts Cost Items) and then multiply by what is in Column A row 2 (Actual Revenue)
