How do we create a mapping set under the Purchasing Subledger Application?

We are trying to create a mapping set under the Purchasing Subledger Application to configure approval rules for requisitions as indicated in the 24C release, but we only see an option listed as Payables. How can we gain this access or where can we find it - is there a path you can provide from the Navigator?
