Ability to View Goals Sent for Approval by HR Specialist

Summary:

Hi Team,

There is a requirement where HR Specialist should have access to view the Goals of employees that are saved in draft by employees and sent for Manager's approval. Is there any possibility we can provide that access for HR specialist or any workaround solutions?
