Allow another person to SUBMIT a Requisition

Summary: Is there a way to reassign requisitions that puts edits fully with the new individual and so that the new person can SUBMIT the requisition?

Content (please ensure you mask any confidential information): One idea: Reassign both “Entered By” and “Requested By” or find some way for the new assignee to submit RQs created by someone else.

"Tom is only working with me one day a week.

Essentially, I just wanted him to build the RQ “templates,” which I would then reassign to me to review name, description, coding, etc. and populate amounts. Really just a help with some of the leg work. Right now I CAN reassign and edit, but in order to submit the RQs, I have to reassign them BACK to Tom for him to submit. If we were working together more frequently, this would be a fine option, but with the limited schedule, this is not so helpful."
