Attachments are getting transferred from Requisition Header to Requisition lines,PO Header& PO lines

Created PR with multiple lines in SSP and attached the PDF doc at Header level and Saved.
PDF attachment copied to all the PR lines automatically
Processed Requisition to create PO
Then I saw PDF attachment copied all the PO Header and PO lines also,

Now, How to restrict the attachment to not copy to PO lines from PR?
