When a user is trying to open a dashboard report, it's pulling empty with no error code, any reason?

Attached my view of the situation. The user, however, can open other dashboard reports in the same folder with the same permissions/roles. Is there a reason why this one is having this error? The issue persists on several devices and on different networks.
