How can I make an attachment required when adding License or Cert in Talent Profile

We would like to make the attachment section required when adding a License or Certification in Oracle when the user goes to Me > Career and Development > Skills and Qualifications and attempts to add a License/Certification.

We attempted to go to HCM Experience Design Studio to add a rule however the attachment option under the certification page attribute did not have the require/not required option available only visible/non-visible.

Any ideas?
