Does the only way to add an Observation Checklist for ILT, is to create a "blended offering" ?

we are trying to add Obversation Checklist for ILT offerings, however ILT activities don't allow to add Observation Checklist, so do you think the only way to have Observation Checklist for ILT offerings, is creating an Blended Offering ?
