Case action 'Compose Message' not visible

Summary:

The action 'Compose Message' is not available in the list of actions from the Case action bar. The latest 'Using Case Management' user guide shows that this should be available, but it is not. The user guide also refers to teh 'Messages' region, however there isn't one, there is a 'Conversations' region. We are able to 'Create Conversations'.

Does Create Conversations replace 'Compose Message' ?
