Limit Delivery Location to not show Bill To only locations

Summary:

I have a client who doesn't want Bill To locations to show in the Delivery Location lookup. They have identified there location with the delivered flaggs, but didn't want Bill To locations to be available to selection when creating a Requisition. These are Bill to only locations.
