IDR enablement for Government Cloud

Is IDR available to enable for Government Cloud Customers?

This is for a new Government Cloud Client who is implementing Oracle Financials, Supply Chain Management and Supply Planning. We would like to know if IDR is available to enable for them. As per the Ordering document, they do have the SKU for Fusion Document Recognition service for Cloud service and we aren't sure if it's IDR or OCR.

Is there any document or portal that shows any features that aren't available for Government Cloud Customers yet or it's planned for Future Releases??
