    How does Oracle calculate the number of needed user licenses in EPM?

    The reason I am asking is that you can create users in IDCS for EPM. Still a user won't have access to EPM before (s)he also is assigned a role and one or more specific applications.

    So the question is: Does it require a license as soon as the user just is listed in IDCS, or is it the users assigned to an application, that will be counted when deciding the number of needed licenses?
