What is the impact of deleting/modifying a rating level from the POTENTIAL ASSESSMENT rating scale?

eHealth NSW:

Our business has been using the Talent Review template since 2 years and now a new requirement has come up where the business has requested to modify the POTENTIAL ASSESSMENT rating scale.

Below is the seeded POTENTIAL ASSESSMENT rating model which has 5 rating levels.

This needs to be modified to 3 rating levels, to do this I need to delete 2 of this. When I try to delete a rating level, a warning comes up to ensure if these is no downstream impact.

I would like to know what downstream impacts does this entail, is it just limited to the Talent Review meetings and the Potential Assessment Questionnaire and what are the risks associated with deleting or modifying the seeded rating levels.
