FUTA Member Formulas Needs to Run Twice to Work

I have the below member formula for FUTA. It is kicked off by a business rule, and below is the section of the rule that applies it. However, for the Max limit to work, I have to run the business rule twice. I tried adding a loop (as shown below), but that still didn't fix the issue. Is there something in the member formulas that could be updated to allow this work on the first run? This is causing a lot of questions when our users need to run the business rule after their updates.
