Does assigning user as a Resource for the Contract organisation consume Contracts licence

Summary:

We want to allow Buyers and some other fusion users (legal team) to edit the contract terms, when the contracts are created. I believe this can be done via User statuses, but only the users who are assigned as "Resources" for the contracts organisation can be assigned when status needs to be changed to buyer review, legal review, etc.

Does assigning the users and buyers as 'Resource' for the Contract organisation consume any kind of licence of Enterprise Contract Management or any other module ?
