Receiving error when I try to use the keyword "Stop" on text in multiple campaigns

I am trying to use the keyword Stop on text messages in multiple campaigns. When I try to activate my 2nd campaign I get the message: SMS Step: Code and keyword already active. (The code and keyword combination used on the message is already active on another campaign. It cannot be activated simultaneously on more than one campaign).

Why am I not able to include "Stop" on multiple Campaigns?
