Unable to pull unencrypted bank account details through view iby_ext_bank_accounts_v

We need to share the unencrypted unmasked Bank Account data of certain suppliers. But when we use the View IBY_EXT_BANK_ACCOUNTS_V to get the CLEAR_BANK_ACCOUNT_NUMBER for the suppliers, we are getting error as below,

ORA-28239: no key provided ORA-06512: at "SYS.DBMS_CRYPTO_FFI", line 67 ORA-06512: at "SYS.DBMS_CRYPTO", line 44 ORA-06512: at "FUSION.IBY_SECURITY_PKG"

Please let us know how to fix this error to get the CLEAR_BANK_ACCOUNT_NUMBER from above view in Custom Report.

If this can't be done in custom report, is there any standard report available to pull the Supplier Unencrypted Bank Account details in fusion.
