Alert managers to changes by someone else in the hierarchy

Hi,

Has anyone managed to configure an alert or custom report to alert managers when someone above them in the pay review hierarchy makes a change to their recommendation on pay or bonus changes with the new value?

We are using a custom hierarchy for our approvals but I could potentially just create a report to burst if the value changes I suspect, but it would be good to hear if anyone else has delivered this.
