Added competencies to development goal from job profile lock approval for development goal

Development goal added from regular steps goes for approval where as it does not incase of added from job profile.

We have development goals to be added by employee and line manager. when added from Me > Career and Performance > Goal Center > Development - Approval triggered.
Where if added from Me > Career and performance > career development > Career of interest > Competencies > add goal = it does not trigger approval flow (submit button) is not appearing and approval is locked for info,
