Approval rule not routed to Approvers in Production

We have created an Approval rule based on Recruiting Type of a requisition to trigger to AOR.

In Production the rule is not routed to AOR when Job requisition is submitted. In the recent clone of Non PROD instance able to see that it routed to correct AOR. unable to replicate in lower instance.

Please suggest.

PRODUCTION Approval assigned to details

Non PROD Approval assigned to details - Able to see Assigned to and approvals are routed to AOR
