The managers cannot hire an existing contingent worker. "Before you create a work relationship, we've found an existing person that may be the same person you're hiring. Is this the person you want to hire? (PER-1532156)".

The manager tries to hire an old contingent worker and the system finds an existing person who may be the same person the manager clicks on Ok, the error message shows. But the rest of the group can rehire the contingent worker. In addition to this, the manager is available to hire a new contingent worker. The issue is only when they are trying to rehire a contingent worker.
