How to give Unarchive option in Custom folder which is read only for a user in BI Catalog?

Summary:

We have a custom role which gives read only access to the Shared Folders > Custom folder. We also want to provide Unarchive access under the Custom folder. The requirement is we need access to Unarchive under Custom folder while restricting access to "Create" any new Data Model, Report or Analysis, etc. under the same folder.

Is this possible, and if YES, how can this be achieved; and if NO what alternative is there?
