The offer approval chain is not stoping at AOR level it's going till CEO level

We are facing an issue where the offer approval chain is not stopping at the Local Dist Head/AOR level as expected and is instead continuing to the CEO level. Our offer approval rule is configured with a condition specifying the "Top Approver" as the Local Dist Head, which works correctly in most cases, stopping at the required level. However, the issue arises when a position has more than one Local District Head. In such cases, the rule is being ignored, and the approval chain continues up to the CEO level.

Could you please advise on how to modify the condition to account for scenarios where multiple Local Dist Heads exist for a position? Your guidance would be greatly appreciated.
